According to the Biden Harris Administration (June 25, 2021), “the Federal Government is the nation’s largest employer and must be a model for diversity, equity, inclusion, and accessibility, where all employees are treated with dignity and respect.  Accordingly, the Federal Government must strengthen its ability to recruit, hire, develop, promote, and retain our Nation’s talent and remove barriers to equal opportunity.  It must also provide resources and opportunities to strengthen and advance diversity, equity, inclusion, and accessibility across the Federal Government.  The Federal Government should have a workforce that reflects the diversity of the American people.  A growing body of evidence demonstrates that diverse, equitable, inclusive, and accessible workplaces yield higher-performing organizations.”

The United States has approximately 340 million citizens, all of whom represent widely diverse racial, ethnic, cultural, religious, economic, and other social identities and backgrounds. According to the Pew Research Center, the US Senate and House of Representatives of the 118th Congress does not make up a government that is “of the people, by the people, and for the people (President Abraham Lincoln, 1863).” This reality is also true for most state and local governments.
